Yes, usually after the book is written -- unless I have to write one beforehand, of course. With my Loose Id novella, I had to write the synopsis for the partial. Though I don't like long synopses---like 10 pages and more. Feels too much like writing the book all over again :)Though I can write a short (a couple pages) synopsis even before I start writing a book because I usually know that much about the plot anyway.

Daria, I forgive you for being insane. LOL! ;-) Do you mean you write them after the book's written?

I am that insane writer that likes writing them <g>
After the book is ready, though, especially if it is detailed, so that I won't lose the feeling of adventure as I'm writing it.
But I like writing synopses. Maybe because I'm 90% plot-driven :)
