Beats me, but don't worry--the bill has mostly been killed and has a snowball's chance in hell of ever passing, especially because the dems say it was mainly an anti-war statement.  The rumor is that the bill is starting to circulate again in the event that Kerry wins--he can sign it--but that's probably just election-time campaign rumors that start running amok for both sides at this time.  It's really getting annoying! :(
