Beats me, but don't worry--the bill has mostly been killed and has a snowball's chance in hell of ever passing, especially because the dems say it was mainly an anti-war statement. The rumor is that the bill is starting to circulate again in the event that Kerry wins--he can sign it--but that's probably just election-time campaign rumors that start running amok for both sides at this time. It's really getting annoying! :( LOL! It's a proposal for what many countries do--2 years mandatory service to the country, followed by 4 years of college education. It's a bill Kerry is very fond of as a way to create jobs and increase the country's education level. Bush is against such a thing, and so is the U.S. military--which is against ANY kind of draft.
